This PR adds support for a new standalone python tool -
dtooptthat leverages Bayesian optimization principles to search for an efficient tuple for < DTO_MIN_BYTES, DTO_CPU_SIZE_FRACTION, DTO_AUTO_ADJUST_KNOBS>, minimizing a metric like DTO Run Time.
